You'll miss any new bans (and bans that are removed) while the server is
running.  They won't be put into the server log if sv_logbans is 0.

Ok, sv_logbans 0 works fine, but if I try to turn it back on in
server.cfg (after the banned_user.cfg exec), the output still happens.
Leaving it off, am I missing anything important?  (I've had it enabled
since October)

You can also check your setting for "sv_logbans".  Set it to 0 while the
files are being exec'd.
