This is in the FAQ's. The updater is fragile and seems to barf when the content servers are heavily loaded. Delete the last file downloaded (in this case cs_office.bsp) and the two .blob files that cache the update state (they get corrupted when this happens) and then run the update again.
(BTW, has Valve considered using something like BitTorrent for serving huge amounts of content? I've heard that Blizzard is doing that.)
