we have been getting this since slightly before the last issue with
master servers.  Thought that the blocked traffic at valve's end by
their isp getting fixed would fix us, but we weren't using that
particular master server.
Like the previous people said, server drops off list after about 12-18
hours.  restart puts it back on the list.
tried going into affected server while it is not visible on list and
doing "heartbeat" nothing.  not even sure that is a valid command for
Source.  Also tried changing things in server.cfg and changing maps or
execing server.cfg (like enableoldqueries)
but the only thing that puts it back on is a server restart.  This has
been going on for about a month now.

Is anyone else seeing their servers drop off the master server list after
being up for 18+ hours?

On a server startup it connects to the master servers just fine and shows up
in the master list, but after 18 hours or so it no longer shows... =(
