Thats a real bad idea if you look at the bigger picture. Cheat coders would simply run local servers and attempt to figure VAC out or if their cheats were detectable or not.

Perhaps some kind of option could be added to VAC2 to have a local ban only - i.e. VAC2 still runs but when it bans a user it goes into the server's local banfile, giving admins the chance to remove it if it was indeed a false positive. Maybe an option like -vac2 or -vac2local?
