The way in which the network is connected physically isn't really
important to competing with ADSL, it's the pricepoint for the last
mile typically. Maybe they're doing something strange with the
backbones?

Who is they?
ICQ is a centralised IM protocol, typically most ICQ users
authenticate with login.icq.com:5190. What would be the point in
running a new auth server?
