I have a rather unique network setup (multi-homed nic+an outgoing PPPoE DSL connection), and I get this occasionally ... what seems to work is bringing up the console and typing "ip my.outgoing.dsl.ipaddress" (e.g. primary gateway), and then I'll be able to connect fine.
I wouldn't rule out that being a fluke, but it's possible VAC2 has some clientside problems with complex/broken network setups such as mine. If you have something similar going on (nic+other wan connection), it might be worth checking. devin812 wrote:

Once steam is started i click servers, double click my server and it launches CS1.6, i then see it downloading the security module, but it seems to hang while loading and then i get the error "Server verification failed!" I click quit and i go back ot the CS1.6 game screen (with the CS background, and you can choose options and such) if i open the server browser again and double click again on my server from within the game screen , the VAC module downloads and processes just fine and I can get into the game. If I click play games and start CS1.6 first, and then try and connect this problem does not happen. IF the server is not VAC enabled this does not happen... this has happened to other regular players on the server also... Has anyone seen this before or know of a possible fix?
