Just a temporarily fix:

Here are the files prior to the changes by update v28.
These are the original v27 files, and work fine (tested it on 2 of our
servers).

Atleast now the server still runs.. better than nothing :)
Don't forget to temporarily remove the auto update parameters before
applying these files!

The 64bit version wasn't affected by this (and the last ten) "update"
and still has no VAC2.
Only Alfred knows what he has changed :-)
