I have solved this, by accident. I deleted the Clientregistry.blob file. It's not like I didn't know to do this as a solution for many issues. But never would I have thought the blob file could be the cause of the steam binary coring on me. I don't have a backup of the bad file due to the steps I was going through. Oh well...
