I have a similar thing and have seen it on every 100 tick server I have been on. I have done the Advanced Tickrate configuration on the Wiki Server website but still get about the same range, I have even shut down the other 2 servers on my box to leave the last 100 tick server but I still get the 60-70 range you have said.
It would be a great help if someone could answer this.
