I'd be real interested in finding out more about why the linux bins for
AMD (and windows, from what I have been told) create serious instability
with TOP and CPU % on 100 tickrate servers.  I own and operate multiple
quad Opteron and dual Opteron servers that I simply cannot host Source
on due to the outrageous CPU and priority swings that occur.

Using tickrates of 100 was said to cause a lot of problems (players
getting stuck in boxes etc). Anything below that was supposed to be
okay, 33, 66 and 100 were the 'choices' as far as I'm aware, I don't
know if you can use anything in between or if there is a particular
reason for using those figures.
