If the problem becomes a reality, GSP can do the job here. Scanning metamod files is easy (by comparing md5sums with original metamod files). As GSP, I will not hesitate to stop servers running a unknown metamod library file.
That'd give the customer (yet another) reason to go Dedicated, since he is doing 1) nothing illegal 2) nothing that hinders other customers I highly doubt any GSP would ever do that. Some hl mods require a modified metamod too, like the metamod with dynamic entities. Plus the real "evil" trickery can be done with shady (amxmod) plugins or stuff like EntMod.
