If the problem becomes a reality, GSP can do the job here.
Scanning metamod files is easy (by comparing md5sums with original
metamod files). As GSP, I will not hesitate to stop servers running a
unknown metamod library file.

That'd give the customer (yet another) reason to go Dedicated, since he is
doing
1) nothing illegal
2) nothing that hinders other customers

I highly doubt any GSP would ever do that. Some hl mods require a modified
metamod too, like the metamod with dynamic entities.
Plus the real "evil" trickery can be done with shady (amxmod) plugins or
stuff like EntMod. Metamod is just the bridge between the server and the
plugins.
