qstat and xqf can do the same as your steam client, IIRC. I also have some shell tools that I wrote that you can use to do the same thing: http://rubyforge.org/projects/rcon/ - contains a tool to manage rcon queries http://rubyforge.org/projects/gamequery/ - does a lot of qstat-ish things, although the ping method isn't accurate at all.
