Usually when lines are references and you have a bad interpreter it is a
script being run.  Since this is 64bit you would need to add the flag for
-binary.

./hlds_run -binary hlds_amd -game cstrike +map de_dust2 +maxplayers 12

On 64bit, it wants to default to 64bit binaries.  I haven't tried to run
them in ages, VALVe has done just about everything in their power to
destroy them.  See what using the binary flag yields.
