The first three values mirror the behavior in Counter-Strike Source and other Valve games:
0 = spectate all players, all modes 1 = spectate only your team, and only first-person 2 = no spectating when you die The new value is 3, and this is the default value for TF2 (unless you override it in your server.cfg).
