I think there's a way to force the update tool (hldsupdatetool on Windows, steam on Linux) to use only a particular set of update servers. If I recall correctly, it's about setting PreferredContentServerIDs in a file called steam.cfg.
I just wish we had a list of content server IDs with their IP addresses.
