Problems after cs 1.6 server update (protocol 48)

- hight cpu usage ( empty servers are consuming 10%)
- randon disconnect players for all my servers

my servers control panel use some methode of hlsw to connect to servers, 
and now its dosent work more, i need to know how cvars are Locked down 
to fix this problem.
