I'm not positive, but I think one of the updates made it so that if you
chose to bind your server to a group at all, the server would be removed
from the matchmaking process whether steamgroup_exclusive was set or not.
The exclusive flag comes into play because if it's not set, people outside
the group will still be able to join if they happen to know the server
information or if they join through the server browser.  If you choose to
set it to exclusive, then players must be a member of the group to even
join.
