I'm actually experiencing the same thing. It won't apply the lobby settings to the server and just loads the default configs. We're running a linux box with the hlstatsx:ce version. We tried setting the default map to a vs map and that sort of fixed it, allowing you to change what map, but it wouldn't up the limit of player from 4. Once we turned logging off everything ran the way it should. Don't know why turning off logging would fix the problems but it did.
