I have same problem, even with exclusive set, nongroup members are joining server even if it's empty. I did something similar to Logan's workaround for time-being.
Weird, seems like this feature gets broken with every update iteration. Like some dev fixes it but it never makes it way back into the main source branch so when next major update comes out, it's broken again.
