Valve offers Steamworks to any interested developers, and there Valve
clearly feel that they have no more a hand in the development of MW2 than in
the development of any other game which uses Steamworks. That is to say,
other than offering support with the steamworks features per the deal that
IW and Valve would have worked out, Valve have nothing to do with MW2's
development.
