No. Ghost players can't be kicked, because they aren't real. But they count 
as real players in the server info. If your server info in the Steam game 
browser shows 24/24 with 7 ghost players, no one can connect, because the 
Steam game browser does not even try it (because of 24/24). If you have 
20/24 with 7 ghost players, the Steam game browser will connect you to the 
server, because you have 4 public slots free, 7 ghost players and 13 real 
players.
Normally, a good programmed server plugin hides the reserved slot, so lets 
say 25 people can connect when you see 24/24. But, you have to connect 
manually by hlsw or by console, because the Steam game browser doesn't let 
you. In this case, any ghost slot will be taken by this new player.
