This is related to the response from the server, so IPs from the same region are listed earlier than others. The DOD:S master server problem is different, there is a problem with the region filter, the server shows up in the wrong region. I have checked some others servers which have the same problem, some of them managed to be listed in 2 different regions! In US east and in Europe.
