Clientregistry.blob gets "corrupted" by Steam time to time on clients so server isn't that different. It just thought your game was updated while it lacked new files. I've told many times to our community members that deleting Clientregistry.blob will fix 95% if your issues with Steam - and it does.

As you can see, Killing Floor uses its own dedicated server package.

Unfortunately, I don't know why it would install the wrong one on your
machine.
