Let's be clear here. Do you mean a player that is actually the civilian class or just a player that is in the reference pose because it has no weapons?

If a 'civilian' player gets killed with a katana it will crash the server. Tested it on my own TF2 (build 4489, latest) server and was able to reproduce it every time.
