Just to follow up on this again... the server was setup using the exact same
IP# (diff port for testing) but this server was setup on a regular hardware
box not using VM and it still won't show up on the master list. 
Can someone from Valve confirm this IP# range isn't being black listed or
something along those lines?

206.126.129.XXX

We've tested two diff IP#'s in that range neither work so is this range of
IP# being blocked or what?

Tried these changes with no change in the problem... now running now with
E1000.

Any other suggestions cause so far nothing has worked...also asked the data
center if they were doing something to the ports and the answer was no.

I've got several servers running in a VMware environment as well, and I've
been having an issue with the master server as well. After capturing the
traffic to the master server on different TF2/L4D2 servers, I noticed that
virtual machines with the VMXNET3 vNIC did not connect to the master server.
If I changed the vNIC to E1000 the problem was solved. Have you tried
changing this?
