test this rule. the only way to stop this attack is to close the port of the 
server rcon

-j ACCEPT

/sbin/iptables -A INPUT -p udp --destination-port 27015 -m length --length 53 
-j ACCEPT

/sbin/iptables -A INPUT -p udp --destination-port 27015 -m length --length 48 
-j ACCEPT

If you reach that limit, there will be issues. Might be that you are 
under some sort of attack. In the past there was exploit that caused 
peoples servers to die due to "too many open files" error.
