Use the dns alias hl1master.steampowered.com to track any master server moves, the servers are running on the IP's listed in that DNS respond on port 27011. Also look at joining the hlds_apps list, it is more appropriate for questions like this (you can subscribe here: https://list.valvesoftware.com/cgi-bin/mailman/listinfo/hlds_apps ).
