Golly, I seem to recall something about CPU throttling and power savings.
 Check your SpeedStep settings and see if the CPU usage is not because your
processor is only running at, say, 800 mHz due to low load.

In-game thrashing might occur when different cores are changing frequencies
to respond to fluctuating CPU demand.  Try locking your cores at a static
frequency as a diagnostic exercise.
