If the soldier doesn't profit from the arrow when having equalizer or escape plan equipped, the arrow should go thru them imo. Tbh, I do not find that a bug... medic spends a arrow... eh syringe on it. The previous working was really how I envisioned the blocked healing. Objects like a healthkit are also bumped into and applied with those, so I found it normal for a syringe to still work for health.
