simple version of plan is users are both employers and employees. employers own projects, employees bid on projects, employer selects bid. pretty much all lifecycle driven there secondary: some way of rating both employers/employees, comments and probably message system for employers looking for a particular skillset. oddly, all that will be the simpler to implement since I've done most of it for another project and had it all extracted out (mostly) as separate entities.
