Hi Lobster and Francis -
 
Thank you both for your suggestions... they seem useful.
 
Because i am in intense training in this new job, i wasn't able to check personal mails until a few minutes ago, and by the time i read this, Her Lizzieness seems to have resolved everything but connecting to DSL.
 
So, i have no idea what the problem was, but she seems to have reinstalled XP on her own and voila, it works.
 
Scratching my head in amazement.

CTRL-ALT-DELETE for task manager (only under 2000 and up), go to menu, file, run
type in "eplorer" with or without explorer - perhaps it will start the
shell, perhaps not.

You might want to run anti-virus/trojan/spyware programs to see if
these detect a problem. Perhaps it is some malefic bootup application
that prevents the shell from starting.

Alternatively you could install another shell like litestep.
