Juliusz,

You may find some useful background in RFC 5625.

The essence of it is that in the absence of external connectivity (and 
therefore external DNS servers) the CPE is the ideal place to run DNS services 
for the LAN.  Unfortunately most vendors made a right mess of their 
implementations, although the situation is improving.
