You might consider the 1st Horn of the Fort Worth Symphony, a guy name Hougton (son of Dennis Hougton well know repairman). He doesn't quite fit your requirements but as a member of the FWSO they have done a lot of work inspired by LatAm music. The current Director of the FWSO is from Chile, I believe and has done consider works inspired my tradition music of his homeland.
