I'm sure a bolt-on linkage could be made, so that the original could be put 
back 
on. A possibility is to replace the stop arms with smaller diameter ones. Just 
a 
little lathe work. Depends on how much meat is between the ID and OD.

In my experience, mechanical linkages increase (not decrease) the throw, so you 
may not have to take that step with the old Kruspe.  However, an articulated 
arm, which would be a less radical alteration, might reduce the throw of a 
string action system, but I am not sure; an expert brass technician will know.

   Question two: My horn is an early- to mid-1930s Kruspe in superb
   condition.  I can minimize the throw of the keys and make the playing
   easier (and faster) by installing mechanical linkages (and probably
   in doing so postpone the need for surgery)…but would it be a travesty
   to adapt such a beautiful and historic instrument?

Another alternative: Perhaps a good repair person could build new valve
levers that are offset to use fingers 1,3,4 rather than 1,2,3.
