It seems there was a combination of the lower (oddly, not upper) valve string being too tight and a slight upward bend in the lever arm that was causing binding between the two valves. I restrung it more loosely and straightened out the lever arm, and now it works like a champ. Considering that the F/Bb lever is 34 centimeters long, and the valves have been restrung numerous times, it is amazing that this had not happened to me before. Thanks for everyone's advice.
