Of course we can't. It is intuitively obvious to the most casual observer.
This list exist in a near steady state. From time to time spurious events cause excitation which over time damp out and return to steady state. It's interesting to watch politicians ask for a return ti civility. Something they are happy ti do until they see potential for gain by tossing off insults.
