I can't flutter-tongue either, but I can perform a make-do fake
flutter-tongue effect by growling (i.e., making a raspy-growly effect in my
throat) while producing tones on the horn. It's not a genuine
flutter-tongue sound but for things I've been called on to play, it's close
enough.
