A screw driver with a stem a bit thicker than the axle going through the
springs, would be the right tool plus a good pair of flat nose pliers
(see Paul Navarros letter). Investment ? Nothing extra, as these tools
should be in every household.

Things are very simple often & do not need special tools or machines.

Springs can be wound by hand without buying any tools except a good pair
of 
flat nosed pliers.
In place of the$200 tool, use a valve lever and bend the spring around
it.
It takes a little practice to get them wound evenly -but it works.
