What I was referring to and interpreted from your original text was reference to what homosexuals call "cottaging" (frequenting public toilets as well as "cruising" - loitering in parks, on commons etc for intimate company). This is indeed illegal in Europe, Australasia and in the States. You can be prosecuted for the above.
I am sorry if I appear to sound quite forthright but feel qualified to respond both academically and as a law abiding "gay" man. I do hasten to add that I neither practice or condone the above.
