Here in South Carolina, USA, it is much the same way. My wife, also a horn player, has one rehearsal this coming Saturday, with the concert on Sunday. It's very common for that type of thing in this area. In fact, I've played a few concerts with no rehearsals!
It's all about saving money and the visual impression of having the orchestra all dressed up on stage. Sadly, it's not about the quality of the musical performance. Of course, this group of musicians has played together for years in this manner, so we are used to this type of work.
