It's a simple matter to republish everything, not quite so simple getting anyone to buy it. Why should an orchestra buy a new set of parts for Beethoven 5 when the one they have has been used successfully by generations of players?
As to the second part of your suggestion, would you really rather read 5 or 6 ledger lines than learn to read bass clef?
