I have a recording of this with the Austro-Hungarian Haydn Orchestra and the horns are playing B natural alto.

I first became aware of the symphony when it appeared on a CD conducted by Ilan Volkov that accompanied a BBC Music Magazine. The players obviously played the parts as alto. However, the Haydn Orchestral Excerpt book published by Margun Music has the parts listed as basso.

I'd like to think that they are alto since they are from the same period as Maria Theresa where the C parts are alto.
