The CD's in question are now owned by James Decker who is pressing/manufacturing them on his own. You may contact him directly. Yes. It is a one-person operation, but the product is the same as the old EMI disc from 1990, which was taken directly from the original tapes for the two LP recordings of the late 1960's.
The music is good stuff. It makes me sad to see that the people at USC no longer wish to be bothered by fostering this excellent body of material. Rick Todd did a great service to USC by actively promoting the publications and successfully calling for additional material to put in the library. It's too bad all his good efforts have been squashed. It's a tragedy, and a pity that no one wishes to pursue this. If USC does not wish to be bothered with this library, hopefully they will either donate and/or sell the rights to some enterprising publisher to have these things available for horn choirs and their conductors.
