If it were me, I'd find the school which would offer the easiest degree to complete in the shortest amount of time and offer the largest package of financial aid in return for playing in their musical groups. Then I'd find the best horn teacher in town from whom to take lessons. (probably in the reverse order so I'd be in the best shape for auditions.)
