Its good to ask, but most of the time its best to dot hings the way you think how they should be and how you have seen others do them.
landuse=yes is almost certainly wrong, on Taginfo (which lists how tags are used and which key-value pairs are frequent), landuse=yes is used some 800 times, whereas landuse=forest or landuse=residential are used 3 Million times. If you dont already know Taginfo, you can check it out here: http://taginfo.openstreetmap.org/keys/landuse#values A residential highway in an urban area is mostly right, but I dont know about the one you found.
