There is no reason not to mark these as well.  The instructions
currently don't list them but you can mark them if you feel like it.
Unfortunately so much of the jobs have already been done that it is
too late to change the instructions as we wouldn't know what had been
done with the old instructions vs the new instructions.

If a few people wanted to work on just outlining residential areas,
that would be fine.  There is no risk of conflicts on something like
that, worst case scenario is we get 2 overlapping polygons, but it is
such a large area this should be unlikely.
