In OpenStreetMap we map features present in the world, which does not include problems with a specific set of imagery such as where it changes resolutions or where there are clouds, which is why presets do not exist for this.

A tool like uMap (http://umap.openstreetmap.fr/en/) might work for sharing this type of data, but it doesn't belong in the OpenStreetMap database.
