There is the Portable OpenStreetMap project but I suspect that needs to be well 
supported by a team of people who know how it all works

Can it be done?

 

We have a problem with adding names and detail in developing countries.  So it 
needs to be cheap and rugged.

 

I'm thinking in terms of smartphone for mapping.  You need to get data to it 
and from it.

 

So step one OsmAndMapCreator and create an OSMAND map.  USB stick in the post.  
The USB stick goes into a laptop.  Do schools have laptops?  Even for admin 
purposes?

 

Connect the smartphone to the laptop.  Wifi and something like network_browser 
or even a USB cable.

 

Edit in osmand.  Hopefully someone can think of a way to get the edits back to 
OSM.
