I just finished converting a PHP application to CFM and it did not get a 1/3rd less. Matter of fact it probably is a little bigger but perhaps the exact same size. By size I mean lines of code. Reason I converted it was because PHP was eating up resources, my first conversion though had the same problem. Turned out they had a logic issue in how they were building some XML. Not sure why it did not come up on their server. If I were to do it over in Classic ASP then it would be about the same in size. ASP.NET, well that is another story. By size I am referring to the amount of actual code within the files.
