Technically, no. 

You can purchase a CF9 license with a maintenance subscription. 
The maintenance subscription allows you to upgrade to CF10 at no cost during 
the subscription time period. With the 15% discount mentioned by Ajas, a 
subscription costs about the same as a normal, single license.
